22 sept: added bluetooth vibe on/off, improved settings persist

for BT lost entire top bar disappears + vibe - otherwise bar always on.
will display 100% when fully charged.
invert etc the same.
adopts 12/24h modes - leading 0 only for 24h mode.
optimised code.
