Changed weather data provider to OpenWeatherMap and revamped config to use offline framework.
As a result of the provider change, current weather is now fixed at updating every hour and forecast data updates every 3 hours.
Also to reduce weather data fetches, Quiet Time was implemented and weather is not fetched by default during this time, which can be configured in the ForeCal settings. This change along with others meant it was simpler to reset the config, so you may need to change the configuration back to how you like it if you used ForeCal before.
